【針對(duì)農(nóng)業(yè)支付 歐盟采取更多簡(jiǎn)化措施】EU - A new suite of measures to simplify the EU's Common Agricultural Policy (CAP) were welcomed this week by farming organisation CopaCogeca.The latest tranche of simplification measures unveiled by EU Commissioner for Agriculture and Rural Development Phil Hogan will include a raft of measures designed to end the "climate of fear" for farmers when applying for aid under the Common Agricultural Policy.In line with the ongoing efforts to simplify the implementation of the Common Agricultural Policy (CAP), Commissioner Phil Hogan presented his latest proposals to the members of the Agriculture and Rural Development committee of the European Parliament. The focus of the newly announced simplification package is on the penalty system for most direct payment schemes, to take into account reasonable concerns by farmers in case of unintentional mistakes while also reducing the frequency of errors and therefore protecting public funds.
新一套用于簡(jiǎn)化歐盟共同農(nóng)業(yè)政策(CAP)的措施本周受到Copa-Cogeca農(nóng)業(yè)組織的歡迎 。歐盟農(nóng)業(yè)和農(nóng)村發(fā)展委員會(huì)菲爾·霍根(Phil Hogan)公開(kāi)了最新一批簡(jiǎn)化措施，其中包括大量結(jié)束農(nóng)民對(duì)天氣恐怖的措施，農(nóng)民可以申請(qǐng)共同農(nóng)業(yè)政策的支援 。為了實(shí)現(xiàn)簡(jiǎn)化共同農(nóng)業(yè)政策而不斷努力，委員菲爾·霍根(Phil Hogan)向歐洲農(nóng)業(yè)和農(nóng)村發(fā)展議會(huì)成員提出自己最新的提議 。新宣布的簡(jiǎn)化方案重點(diǎn)是對(duì)于最直接付款準(zhǔn)備的懲罰制度，器重農(nóng)民合理的關(guān)切，以防無(wú)意的錯(cuò)誤并減少分仨的頻率，保護(hù)公眾的資金 。
